Approval in principle (AIP) is an optional process in Victoria. The Victorian Early Childhood Regulatory Authority (VECRA) manages the process.
It only applies to centre-based services that plan to operate from a new or existing premises in a multi-storey building.
A multi-storey building has 3 or more storeys. The ground floor counts as one storey. Split-levels, such as a mezzanine, also count as separate storeys. See resources for further information.
How approval in principle works
The approval in principle (AIP) process is a recommendation of the 2019 National Quality Framework Review. It was developed after public and targeted consultation.
The process began in Victoria on 1 October 2024.
The purpose of the AIP process is to:
- help services in multi-storey buildings meet requirements, including children’s safety during emergencies
- give you confidence that, when you apply for service approval, the proposed premises will meet the requirements under:
- Education and Care Services National Law (National Law)
- Education and Care Services National Regulations (National Regulations)
- Children’s Services Act 1996 (CS Act)
- Children’s Services Regulations 2020 (CS Regulations).
Currently, only Victoria and the ACT have AIP processes. There are important differences between the 2 jurisdictions.
If AIP is granted:
- it is valid for 3 years
- you can use it when requesting service approval to show some requirements are already approved
- we will not refuse service approval based on AIP criteria unless the premises does not match the approved AIP.
All education and care services must have service approval. This applies whether you have AIP or not.
Service premises must be complete and ready to operate before applying for service approval.
