Regulatory role
The Victorian Early Childhood Regulatory Authority (VECRA) is the integrated sector regulator of the Child Safe Standards for early childhood services in Victoria.
We monitor and enforce compliance with the Child Safe Standards by:
- using our powers under the following laws:
- Education and Care Services National Law (National Law)
- Children’s Services Act 1996
- including the Standards as part of our regulatory approach, including during service visits
- working with:
- the Social Services Regulator (SSR)
- other sector regulators where organisations operate in more than one sector.
The SSR regulates the Child Safe Standards for organisations without a sector specific regulator.
Organisations operating in more than one sector
Many organisations that must comply with the Standards have a sector specific regulator:
- VECRA for all early childhood services
- Victorian Registration and Qualifications Authority (VRQA) for:
- government and independent schools
- registered training organisations
- Department of Health for health services (including Maternal and Child Health services).
Where there are multiple regulators, VECRA will work with the other regulator or the SSR.
Monitoring compliance
We monitor compliance with the Child Safe Standards at the same time as we monitor compliance with the other laws we regulate.
